The South African man narrated as he recorded a cellphone video of the woman dying. He was found guilty of killing her and another Native woman.
The charges come seven months after Mika Westwolf, 22, was killed by a hit-and-run driver while walking home in Montana.
Mika Westwolf was reportedly killed by a driver who some say was motivated by hate. But two months later, police have yet to file charges in her death.
The agency is partnering with the National Indian Gaming Commission to train workers to detect and report the crime, which heavily impacts Native women.
