Former Cherokee County Sheriff Roger Garrison said the last time the photo emerged that it was a Halloween costume he wore in his 20s.
The Cherokee County Sheriff's Office later announced that Capt. Jay Baker would no longer be the spokesperson on the deadly Atlanta-area shootings.
Police arrested Robert Aaron Long, 21, hours after the shootings. Authorities said it's "too early" to say whether the crimes were racially motivated.
Georgia schools have been under fire for opening classes fully without a mask mandate for the student body.
