An independent commission has been reviewing the events that led up to Army reservist Robert Card killing 18 people in Lewiston, Maine.
Robert Card, who killed 18 people, had been an Army hand grenade instructor and is believed to have been exposed to repeated low-level blasts.
Voters in each party cast their ballots in Maine's 2024 presidential primary on Tuesday.

Democratic Secretary of State Shenna Bellows' decision that Trump doesn't meet ballot qualifications under the insurrection clause will stay on hold for now.
A similar case in Colorado will be heard by the Supreme Court next month.
"I literally spelled it out for them, Sean Hodgson said of his repeat warnings about Robert Card, which resulted in him being labeled an "alarmist."
Officials in Connecticut, Georgia, Kentucky, Michigan, Minnesota, Mississippi and Montana said that local police so far have not found evidence of explosives.
Trump was expected to also ask the U.S. Supreme Court to rule on his eligibility to return to the presidency in a related Colorado case.
